Added full support for drop axles, including axle type, wheel type, brake type, chamber type per axle.
Added unit-type-specific thresholds: inherit from global where no value specified.
Made “power unit” a characteristic of the unit instead of a virtual unit type

Added out of the box tractor DOT inspection to tablet and custom inspection editor, including side identification images on tablet.
